Report from the SMB Planning Committee Meeting

 

Held on Tuesday 22 August 2017 at 6.30pm in the Village Centre.

HB-Priors PC: 16/03557/FUL — Lower Link Farm, SMB — Erection of single storey extension on the northern elevation of the main building to provide additional floor space for the processing of salad products (rather than as a storage areas as approved under BDB/69802); use of new detached building for storage (rather than as a workshop as approved and constructed under BDB/69802); erection of extension to existing plant room on the western elevation of main building and new and relocated plant room and equipment; new and replacement lighting; and hard and soft landscaping improvements.

12. Other Matters: Items that cannot keep until the Full Council Meeting on 12 September 2017:

 

 

 

a). Hampshire Police and Crime Panel: Consultation on traffic crime and associated nuisance — deadline 29/8/17. Noted.

 

 

 

b). (not on agenda) Rope Yarn Lane: Cllr Styles representing the parish council attended the 15 August inspector determination meeting at HCC, Winchester.  The inspector needs to take further time determining the status of this road.  The meeting lasted five hours.  It is hoped that a decision will be given by Christmas 2017.  There would then, should it be invoked, allowance to appeal against any decision.

 

 

 

c). (not on agenda) Neighbourhood Plan for St Mary Bourne Parish: 

 

 

 

On 8/8/17 the chairman of the PC had received notice from BDBC that from a shortlist of two candidates selected by BDBC, the parish council would need to agree to the appointment of an examiner for the above plan.

 

 

 

Due to the Full Council not meeting until 12/9/17the chairman wrote to all parish councillors on 14/8/17 asking them to respond to his proposal that Jeremy Edge be appointed the examiner.  It was the chairman’s view that this candidate was the best candidate.  The chairman gave a deadline to all councillors to respond by 18/8/17.  The chairman wrote that that he would treat no reply as ‘no objection’.  The chairman received two written replies back agreeing with his proposal.

 

 

 

On the 19/8/17 the chairman wrote to BDBC informing them that his proposal for Jeremy Edge as the preferred candidate for examiner had been agreed by the Full Council following his 14/8/17 communication to them.

 

 

 

On the 22/8/17 BDBC wrote back to the chairman stating that they would need a formal minute at a Parish Council showing agreement by the council when they met.

 

 

 

 

 

At this planning meeting the clerk suggested that with five councillors (out of nine) present, and for so long as a unanimous decision is taken to select the same candidate, that a decision following a proposal from the chairman, would be valid.  The clerk noted that not all Full Council Meetings are attended by all councillors anyway and the next Full Council meeting is not until 12/9/17.

 

 

 

The chairman proposed that Jeremy Edge be the examiner for the St Mary Bourne Parish Neighbourhood Plan and Cllr Culley seconded this.
