Report from the SMB Planning Committee Meeting

 

Held on Tuesday 22 November 2016 at 6.30pm in the Village Centre.

 

 

 

Those present: Chairman David Peart and Cllrs Tony Styles, Carole Whitlock, Hugo Wurzer and Tony Grunsell and the clerk, Derek Kane.

3.  Planning Applications to be considered:

 

 

 

16/03994/HSE — Whitefloods, Stoke Road, SMB, SP11 6EF — Erection of 2.0 metre high close board fence to side boundary.

 

 

 

Decision: No objection.

 

 

 

4. Trees — Notice of Intent:

 

 

 

a). T/00439/16/TCA — Batsford, SMB (Sovereign land licensed to PC, to prepare for car set-down / pick-up space) – Self-sets: fell 1 elder, 1 holly, 1 cherry and crown lift 1 fir to 4m.

 

 

 

Decision: PC initiative – SUPPORT to enable preparation of car set-down / pick-up space for school days.

 

 

 

b). T/00466/TCA — Batsford House, Baptist Hill, SMB — Large Yew Tree - Crown lift to 3m and crown reduce by 25% leaving a distance of at least 1m between branches and house.

 

 

 

Decision: No objection.

 

 

 

5. Advice of planning matters considered by BDBC:

 

 

 

16/2992/LBC — Buckets Down Farm, Upper Woodcott, Whitchurch, RG28 7PZ — Regularisation for alterations to farmhouse and outbuilding relating to BDB/77440.

 

 

 

Granted on 28 October 2016.

 

 

 

Decision Notice (extract):

 

 

 

1). The applicant's attention is drawn to the fact that a number of other unauthorised works

 

have not yet been resolved. These will need to be the subject of subsequent

 

application(s) for Listed Building Consent (Letter from R. White to the applicant, dated

b). HCC: Consultation on revisions to the Hampshire draft of Community Involvement Consultation (planning) — deadline 19/12/16. Noted.

 

 

 

10. Other parish councils’ planning matters:

 

 

 

Consultation on the draft Whitchurch Neighbourhood Development Plan — Regulation 15, following Regulation 14 consultation in late 2015 — deadline 3/12/16.

 

 

 

The chairman will respond to Whitchurch Town Council.

b). The chairman proposed a vote of thanks to the landlord of The George Inn for arranging the stocking of the planters and for his kind offer to have them watered and maintained. This was carried by all the councillors present.

 

 

 

12. Other Matters: Items that cannot keep until the Full Council Meeting on 13 December 2016:

 

 

 

a). (not on agenda) BDBC — Invitation to Chairman and councillors to attend Mayor’s Carol Service on 10 December at 7pm. Noted.

 

 

 

b). (not on agenda) BDBC: Black Garden — Request for extension of review date by landowners agent to the 28/2/17.

 

 

 

Decision: Councillors present agreed. Clerk to inform BDBC.

 

 

 

c). (not on agenda) Action Hampshire — Consultation with members on steps needed to safeguard future of charity — deadline 12/12/16.

 

 

 

Clerk to forward to chairman.  Chairman will respond (if required) to Action Hampshire.

 

 

 

d). (not on agenda) Cllr Styles asked if any progress had been made on uprooted / damaged footpath finger posts caused by recent road verge / hedge trimming.  The clerk had advised HCC by their portal of issue when previously informed by the councillor and a logging reference had been given by HCC.

 

 

 

e). (not on agenda) Cllr Styles raised issue of hole near the highway in the ‘hogging’ (used by a couple of residents for parking) near The Ford.  The chairman asked the clerk to contact Premier Grounds to advise on repair.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

f). (not on agenda) Cllr Wurzer gave a short update on Speed Reminder Signs and associated street furniture (including ‘intelligent’ poles) requirement following a site visit from Hants Highways.  Cllr Wurzer asked for assistance from the PC on taking forward this project.  Clarity required on cost (£3k mooted) regarding scope (The chairman: is this the price per device or overall for three sites?). Co-opted Stoke resident also asked about inclusion of Stoke following earlier feedback to the Highways group.  Clerk to place on agenda for the Full Council of 13 December, the project, including a prepared update on the matter.  Clerk reminded councillors present that the draft budget for 2017/18 is coming up for consideration in December and final approval in January and the current draft of draft budget does not provide for the above items in terms of revenue (whether precept or/and grant) nor from reserves.
