Report from the SMB Planning Committee Meeting


Held on Tuesday 25 October 2016 at 6.30pm in the Village Centre.




Those present: Chairman David Peart and Cllrs Bridget Culley, Tony Styles, Ray Randall, Carole Whitlock and the clerk, Derek Kane.

16/03557/FUL – HB-P PC: Lower Link Farm, SMB —  Erection of single storey extension on the northern elevation of the main building to provide additional floorspace for the processing of salad products (rather than as a storage area as approved under BDB/69802); use of new detached building for a storage (rather than as a workshop as approved and constructed under BDB/69802); erection of extension to existing plant room on the western elevation of main building and new and located plant and equipment; new and replacement lighting; and hard and soft landscaping improvements.




Comment: No objection.

#2 Hurstbourne Priors PC have exceeded their 2016/17 grant by £390.00.  The clerk will prepare an invoice for this amount and forward it to HB-P PC.




There are insufficient funds in the Treasurer’s account to meet the above payments, even though just over £1,000 had been provided at the Full Council meeting on 11/10/16 for unexpected payments due before the end of October.  The clerk requested a further transfer of £2,200.00 from the Business Investment Account to the Treasurer’s account.  This was agreed by the councillors present.




12. Other Matters: Items that cannot keep until the Full Council Meeting on 13 December 2016:




a). HALC: Focus on Audit — 2 November 10am -12-30pm at Eastleigh.  Cost £35pp. Noted.




b). HCC: Community Resilience Event — 18 November 10am – 3:45pm at Southampton — Deadline 4 November.  The chairman to check his diary.




c).(via HALC and English Housing Association) Plunkett Foundation: Rural Community Ownership Event —12 November 10am – 2.30pm at Lainston House. Noted.  The clerk has forwarded details to the chairman of the village shop CIC.








There being no further business the meeting closed at 6.50pm.
