Report from the SMB Planning Committee Meeting

Held on Thursday 27 April 2017 at 6.30pm in the Village Centre.

 

Those present: Chairman David Peart and Cllrs Bridget Culley, Hugo Wurzer, Ray Randall, Tony Styles, Carole Whitlock and the clerk, Derek Kane.

3.  Planning Applications to be considered:

 

a). 17/00909/HSE — 4 Long Leaze, Stoke, SP11 0NQ — Erection of single story rear extension (no planning pack received — committee advised of link at BDBC website on 9/4/17)

 

Decision: Deferred till 2/5 to allpw any councillors on committee to submit comment (if any).

 

b). 17/00848/HSE — Whitefloods, Stoke Road, SMB, SP11 6EF — Erection of detached 2 bay garage with first floor gym / store.

 

Decision: No objection.

 

c). 17/01063/FUL — Wendover House, SMB, SP11 6AY — Change of use from open space land to residential use and erection of a garage.

 

Decision: No objection.

 

d). 17/01161/FUL — Derrydown Estates, SMB, SP11 6BS — Erection of a block of 5 np. Stables and associated tack room and hardstanding adjacent to existing field.

 

Decision: No objection.

 

e). 17/01043/OUT — Breach Farm House, Breach Farm, Egbury Road, SMB, SP11 6DQ — Erection of 1 no. dwelling with all matters reserved.

 

Decision: No objection.

b). The chairman asked the clerk to re-raise the invoice recently sent to B.Hirst giving the correct name of the land from which the tree had fallen from.

 

5. Advice of planning matters considered by BDBC:

 

17/00288/HSE — Binley House, Lye Farm Road, Binley, SP11 6HA — Erection of a garage and workshop extension.

 

Granted on 23/3/17.

 

Access suggestions: Large and long lorries to approach from HBT on the A343. No traffic to approach the centre of SMB.

6. Advice of planning applications withdrawn:

 

a). 15/02279/FUL — Land south west of Biodigester Plant at Faulkners Down, Picket Piece — Enlargement of biodigester plant to provide feedback store, including re-contouring of land to form sunken terrace with embankments and settling ponds, with associated landscaping, fencing, plant weighbridge and offices (part retrospective).

 

Withdrawn 26/4/17.

 

b). 15/02432/ROC — Anaerobic Digester at Faulkners Down Road, Walworth Road, Picket Piece, SP11 6LZ — Removal of condition 7 of planning permission 13/02665/FUL to remove the restriction of heavy goods vehicle movements.

c). 15/02433/ROC — Anaerobic Digester at Faulkners Down Road, Walworth Road, Picket Piece, SP11 6LZ — Removal of condition 4 of planning permission 13/02664/FUL to remove the restriction of heavy goods vehicle movements.

8. Compliance:

 

The clerk had written to BDBC Compliance regarding the change of use to land adjacent to the BVI as a beer garden (which does not appear to have been granted planning permission) plus the query whether the construction of a greenhouse close to the highway (and not behind the property in a back garden) comes under permitted development.  BDBC have acknowledged the complaint and enquiry.
